CEI Services, Inc. (CEI) is a civil engineering consultant and contractor based in Middle Tennessee that provides professional engineering, construction administration, material testing, permitting, and design-build residential construction services.

Our clients include business owners, developers, home owners, contractors, architects, engineers, municipalities, and county governments. CEI is a small engineering firm with large firm capabilities and experience dedicated to providing the highest quality work and exceptional client service.

CEI provides complete planning, design, and construction phase services on land development, transportation infrastructure, residential, and environmental projects. Our engineering projects range from a single driveway culvert design to construction administration on multi-million transportation projects. Our residential projects range from pouring concrete sidewalks to complete custom home design and construction. We truly are a unique multidisciplinary company. Our goal is not to become the biggest firm, but rather to be known as the best within our field of work. We focus on building long-term relationships by serving our clients with integrity, responsiveness, and value from initial project consultation to final construction closeout.

What does CEI stand for? Within the engineering community, the acronym CEI has come to mean providing Construction Engineering & Inspection services on public infrastructure projects beginning after the design phase and continuing until construction closeout, and often is a “stand-alone” service performed by a consultant. We have the experience, qualifications, and certifications to provide this service to our clients during the construction phase of their project and welcome the opportunity to do so. Additionally, the “CEI” in CEI Services, Inc. also means having the ability to provide three distinct services to our clients:

CEI is led by Thomas Sommers, PE who serves as president and principal engineer in charge. Spanning nearly three decades, his professional career includes a wealth of engineering and construction administration experience while employed with three large global engineering firms. Working for these large firms, Tom learned the foundations of project management, professionalism, technical expertise, and client service. This work history also provided opportunity to gain increasing levels of knowledge, experience, and expertise on a wide range of projects from small drainage designs to large complex public infrastructure projects in excess of $1B in construction costs.

Mr. Sommers grew up around construction and worked on large commercial construction projects while attending Tennessee Technological University where he earned his bachelor’s degree in civil engineering in 1992. His desire to build and love for the outdoors led him to work with a commercial contractor for a year after graduating from college and then a short time with the Public Works Department in Nashville. Since 1993, Tom has been a consulting engineer in the private sector providing professional civil engineering services to clients on both public and private projects across the nation. He became a professional engineer in 1998 and a licensed contractor in 2002.
